It is possible for just about any electrical component to cause a problem, but it'd be very unusual to be the reg/rec causing a short. They're made of diodes which 99.9% of the time burn out and go open circuit, not closed.

If you're struggling, unplug EVERYTHING you can, and then start to reconnect things one at a time.
