Yep, that's the culprit!
Give the seal and its' seat a good de-greasing and then apply a thin smear of sealant and press it back into place.
If you are confident enough, and a good shot, you can punch the outer rim with a dot punch to help hold the seal in place, but the sealer will usually do it unless you are really unlucky!!
