I had a very similar problem with my 28, it just wouldn't rev out past 10k rpm. Turned out it was because of two problems, firstly the little white coupler that sits between the throttle and sensor unit was missing, so the computer always thought the throttle was at 0! Secondly, one of my coils was faulty and would cause the bike to misfire on one cylinder above 10k rpm. Hope this helps.
