Could be Optus using a pool address for their private network. I work as a managed network engineer and this is standard practice for most ISP's where dynamic IP addresses are used.

ebv8 if your are being honest and genuine then perhaps ask your ISP for a public IP and you will get no further issues. Alternatively if you have a "re-used" fixed IP then ask for a new one
