I thought i remembered reading something, maybe on Jamie's site that warned that you couldn't use it and keep the oil pump - i could be on crack though.

I agree with Fontyyy's comments regarding the second cable positively closing the throttles thereby preventing a potential catastrophy. I'm abit worried about it too to be honest. Presumably Honda saw fit to put a closing cable in there for a good reason!
