Just like your ATM card, the HRC card has its own unique PIN which must be matched to your PGM-IV PIN. Think of the card as a security key to your ignition. The wrong security key (card) will not unlock the ignition.
I'm not saying don't get an HRC card, but I am saying don't expect your MC28 to suddenly want to lift its front wheel into the sky once the card is inserted!!
