For BBCode links in a post, the default behavior is to open a new window. of course the "new window" action depends mostly on your browser settings if it opens another window or a tab. I don't have control over that.

If someone puts an a href tag in their post, they would need to define the target to be new for that link to open a new window. if they dont put in the target param into their html code, it will simple bring you to the link in the same window. Standard operating procedure for browsers. I can't control any of that without parsing ALL html code, looking for the a href tags and adding a target param into the tag.

Google's spyware? You mean the fact that google's chrome browser forces the use of a google proxy server, so they can track ALL traffic from their browser? ye, i really dont use chrome Wink
