That sound like a pgm burn out , The most likley cause is sticky powervalves . There is a post on here about repairing them http://nsr250.net/forums/viewtopic.php?t=9496 . Check you powervalves to see if they have full movement and that the cables are free . I cleen powervalves and lube cables regulary to prevent that from hapening
