Basically...no its not.
Getting the frame number might tell you it's definately not a Repsol SP (i.e. if the number is lower than MC28-1200001) but it won't tell you it is as every NSR made after 1995 had a frame number after MC28-1200001.
Added to that the R model NSR was discontinued in 1995 so any NSR with a frame number over MC28-1200001 that's not a Repsol SP is one of these;
These bikes all have a dry clutches and adjustable suspension. If any of them were fitted with some Repsol bodywork they would look exactly like the bike in your link.
For an mc28sp you're looking for fancy blue adjuster tops on the forks and Magtek wheels, the Magteks are easy to spot as the have flat rims which look like they could use a caliper brake instead of the little rolled over edge on the normal Honda wheels.
