hi im setting my carbs with hrc bits but i cannot bring the floats to the 13mm measurement!

at tyga website the carbs sit differently as ive seen here so i dont know which way is the right to take the measurement....

I havent tried tygas way but with the nsr-world way i cant get them below 16mm...

Any syggestions??
