yep the clutch arm appears to be facing the right direction. if i pull on the arm well push from left side with my hand, the clutch still doesnt engage.

You mean the clutch doesn't disengage.

If clutch plates are stuck you can start the bike, push it along and shift into first. hold the cluth lever in whilest doing so. get on and give it a little gas with the clutch lever held in. it should disengage. don't mean to be overstaing the obvious. sometimes you just can't tell from the written word.
