From amother post. You can check the valve with the engine stopped:

You can manually move the servo pulley near "hi" position (ignition switch closed please).
Turn ignition "on".
a) Pulley should go to "lo" on a well working unit.
b)Pulley goes around halfway (the exact position depends on the potentiometer tolerances inside the servo mechanism, but it's about there). Non - working and/or bad connection on TPS.
c) Pulley does not move at all. Rc valve section of the PGM unit is malfunctioning or PGM unit doesn't receive +12V or bad connections to ground.
