In the UK if running lights were a requirement you'd be able to get away with switching the switch on and taping it in place.
Ask, you never know your luck.

Then again I get the impression our test guys want to pass bikes, some countries doen't sound as bike friendly, after all in the UK this bike is road legal.
As it has no lights but does have a light switch (and needs it for the horn which is a requirement) I just taped the light switch up as there is a thought that anything there must work.
