MC28 vs MC21 gauge cluster/ fitment/ upper fairiings

Now that you're totally confused...
Got new bodywork for my MC21, but they sent a MC28 upper (fine by me, I always liked them better, anyhow...). I didn't realize that the 21 and 28 windscreens are notably different, so have ordered one of those, and am waiting on it. The 21 cluster looks like it might interfere with the windscreen. The top of the cluster sticks up above the top edge of the fairing, where the fairing and windscreen are connected. Also, the up-down adjustability of the fairing mount bracket (the one on the front of the bike, not the upper "horns") is affected. What I mean is, when I loosen the two 12mm bolts to adjust the fairing position up and down, there is no adjustability. The headlight housing is pushing against the bottom of the fairing bracket.

Solutions? Do I need to source a 28 front fairing stay/ mount?
