theres a quick fix i knew id seen them some were
also the company i was speaking of is called atspeed in stmarys n,s,w australia and they can recalibrate adjust and change kph /mph on almost any speedo weather its digital or cable but yes i would say they would need the pgm as well as that would be were the adjustments would be made.
