I'm not a fan of painted frames or frame guards / covers, but each to their own.
Personally, if the anodising was badly scratched or marked I would be stripping the anodising from the frame using either bead blasting (cheap and easy) or chemical dip (could be difficult to source locally) and then clean up the frame spars with various grades of Scotchbrite pads (Purple to start with going down to grey to finish of).
Remember to keep the 'grain' running parallel along the length of the frame spars.
It will need a bit of looking after to keep it mint but as long as you keep on top of it it will look good and you'll have that 'works' finish!
Obviously you would have to strip the bike down completely to do this sort of work.
