Try fitting a nut and bolt through the disk bobbin. Turn it by hand while adding a bit of light lubricant (best remove the pads for obvious reasons).

Corrosion under the bobbin can force the disk to one side causing mild front end judder when breaking.

Once cleaned the bobbin should be able to be rotated quite easily.
