Erm...in that case then....
Just looking at the spec in the garage...010 card...pump fuel...that for definate wants running with a couple of offset woodruff keys of differing amounts to see if you can retard the timing and make it safer and more powerful at the same time while probably adding some overrev as well. When you get an engine that too far advanced jetted near ideal it hits a brick wall rather than reving smoothly past peak.
I went back 3° on mine (running an RS CDI but on 50/50 Avgas/97 UL as that's class rules) and found 500 extra revs and another 1.5bhp as well as gaining however much extra leeway for changeable condtions/less than ideal jetting 3° retard on the timing gives you.
I have a friendly local (ish) dyno (that's localish to me, not Weymouth or Wales!) who's happy for him just to do the dyno runs and leave the tuning to me. His insight into general tuning is great, but he's happy to admit he knows nothing about NSRs and I'll guarantee he's never had an HRC carded mc28 on his dyno.
So I'll do it but I understand if you want someone who (you think) is a profesional however I've seen an mc28 come back from hundreds of pounds worth of dyno time that had it's RC valves setup wrong and had a fudged (or maybe totally another bike) power curve.
So, choose wisely, ask to see some other NSR250 power curves, ask how they'd set the RC valves (see if they know to unplug the TPS), ask if the 010 card is OK on pump unleaded (it shouldn't be, it's got to be too advanced) etc.
