The '28 has no GPS thus has no idea what gear it's in. It runs the same RC valve opening and ignition map in every gear.
It'll be no match for a PGM-III machine (with or without a '21 flywheel) but with some race pipes a '28 is a decent roadbike.
Are you sure about that? The manual points out a GPS on the MC28, and I recall there being one on my MC28.
Now as for the ignition timing map for each gear? You could be right there, but the PGMIV does get input from the GPS and uses that input to tell you your in neutral.
