I have a spark so I assume the kill switch must be correct. Battery is brand new and the Plugs are wet after I have tried to kick it over but I havent tried to bump it yet as I am using a temp tank hanging from the ceiling and the chain isnt on yet.

Sounds like it is all ok and it should start then - just doesnt want to.
