F3 means Formula 3, F-III, or TT-F3. 250 2T's and 400 4T's, tuned to within an inch of their lives, and pretty much the pinnicle of small capacity development.
The original F3 specs may be improved upon slightly now, with the use of adjustable ignitions, but not by much, and we've yet to see anyone prove different.
