From what I remember, the order goes

End Bolt, Large Spacer, Small Spacer, Axle. The large end of the axle will go through the fork, and push the small spacer tight.

If you have two spacers the same size, then I am suspecting you are either missing something, or you haven't come across the correct spacer yet.
