What we're saying is the PGM-II and PGM-III consistently perform better than an HRC carded PGM-IV, but it's only worth changing to a II or III if you are after the last couple of HP or are unable/unwilling to source/reprogram an HRC card.
At the end of the day, there was a reason PGM-II and PGM-III were used in Grands Prix, and PGM-IV wasn't!
