The first thing I would do is take the pipes off and spark plugs out. Disconnect the cables from the power valves and see if you can turn them by hand.
Look up the exhaust ports to see if everything looks ok. Maybe spray a small amount of CRC or WD40 into the barrels.
Then apply pressure to the kick starter by hand to make sure it turns over OK.
Possibly replace the 2 stroke oil and bleed the oil lines to the carbs.
Give the carbs a good clean and check the jetting is near standard. Have a look at the reeds while the carbs are off and look through to the crankshaft.
The list could get quite big, but that's a start at least.
