By seat unit do you mean tail fairings, boot and seat? Yes they all bolt onto a 21 subframe, you'll get a gap between the 28 seat and 21 tank, other really subtle differences. I'm guessing you know that the 28 pillion pegs are fixed compared to the 21 pivot out of sight.
