I walked into the Harc Pro shop about 3 years ago and purchased a card for my bike and one for a friend of mine. They charged me about 15,000 yen each, and it took about 2-3 weeks to get them.

The 030 card is, indeed, the only one left available. It has been this way since I ordered mine.

As far as the race license goes, I just told them the cards were going to bikes that were located in the US. It probably also helped that I frequented their shop for advice and parts on a regular basis, and referred alot of my friends to them.
