Hi Bilda. Your other option would be to buy a complete second hand HRC030 coded PGMIV which will cost more than recoding the card but you will then have a spare PGM. Andy is right concerning cost. To get mine going I installed an HRC030 PGM, exhaust, aftermarket Air box, HRC needles and X/Y air jets, did the wire splice and rejetted. That's pretty much the minimum you need but I also had the heads decked, the barrels ported and I installed billet exhaust manifolds and a performance reed block. All that and it's only putting out early 60s HP. It's a much better bike now than it was though. Chalk and cheese really. That said, in hindsight, had I done a bit more research prior to buying the bike, I probably would have gone with a 21 just for the ease of de-restriction compared to the 28.
