It looks to me like you could be missing part# 10, or you may have fitted #9 and #10 on the wrong sides.
Usually, the adjuster (part# 11) just pokes out from the inside edge of the frame spar, and the castellated lock-nut screws on a good way. There should indeed be about 5mm or so less thread showing on the outside of the pivot bolt.
