odd servo behaviour

hey everyone,
I know there is countless posts about servo motor problems on here (I think I may have read them all) but this ones a little different and I havnt been able to really find the answer yet.

ok so I'm running a pgm1 in my mc18 r2j, with the ignition turned off and the pulley cables disconnected from the servo motor, I rotate the servo motor to the high position. turn the ignition on and the servo rotates back to low as it should, all good. From what ive researched on the r2j model the servo wont rotate to high with the tps disconnected and the ignition turned on (hopefully someone can verify that). Next I fire up the bike let it warm up, I increase the revs to 2000rpm and no movement from the servo motor, give the throttle a crack and the servo motor rotates counter clockwise even further past low about a 1/4 of a turn and just stays there does not come back up to low even when the engine returns to idle.

ive tested the harness side of the connection going to the servo and with the ignition on I only get 4volts even though the battery is producing 12.7v. is this normal?
ive tested the resistance on the servo motor whilst turning by hand and it measures between 1k ohm and 4k ohm. which is not correct from wha ive read but it still has varying resistance.

Which part do you think could be the faulty one. The pgm? the servo motor?
is there some thing im not doing right in the process of trying to set the valves correctly?
