Obviously we could provide a dyno print out of the rear wheel horsepower, once a suitable and reliable way to cap the power was developed, and you would be able to have the bike weighed (with a print out) at a VOSA testing station. Those two print-outs should do the trick, provided DVLA would accept/certify us. The problem is development takes time, and costs a lot!
Unfortunately, I'm not sure if there is a big enough [learner] market to warrant the investment. I would love to be proven wrong though.
