2Smoke raced an MC16 a few years back, and got it going really well. Fitted an MC21 dry clutch to it, tuned it a bit, had some pipes made. It would easily put up a fight with some of the MC18s and MC21s at Donington at our track days.
It's also the lightest NSR250 to start with, and with a bit of development, could be a great bike to surprise some people with!
As you say, an ND5 seat unit (and fairing) would work well on it. I have one that I thought about using on the F3 [if I ever get round to building it], but also a genuine F3 seat, which although battered, will probably take preference. Very similar ideas to yourself!
