Everything can be made to work, with enough time, knowledge, and patience. But the stock stuff just works so well with minimal fuss and setup for most people, leaving you reserves of effort for all the other things you want to do. Ultimately, I would say, you want the most reliable setup you can get, so you can pretty much forget about it, and tinker with chassis, brakes, and aesthetics to your heart's content.

The MC21 HRC jet kit is largely compatible with the MC18 carbs. Needles, holders, and jets fit, but the X and Y-pieces (for the PGM-III air correction) are redundant. Given that the MC18 carbs are different, you may need to play with the air correction a lot to get it absolutely perfect, and needle profiles that suit the MC21 carbs may not be optimal for MC18 assembly.
