New Reeds, unclear instructions

Got some new reeds. I guess they're two stage since there's a smaller shaped reed and a larger one that covers everything.

In the installation pictures they show them being installed without the metal stoppers.

They don't actually specifically say not to use the metal stoppers, but the pictures are pretty clear.

Is this ok?

What brand are they ? Some reeds do run without stoppers

FYI: I'm not sure I would recommend running without stoppers. I can't speak for the NSR, but on my RZ350 they worked fine - till I hit the banking at Daytona, then they disintegrated. I went through three sets of reeds before I figured it out.
