In the UK you need to contact the DVLA and either arrange to take it to a local site or arrange for someone to visit you. I can't rememeber if you also need an MOT, which I think you do.

But surely as he has half of a number plate the implication is it's already been registered?

The '28 basket case I bought ages ago was like that, no v5, no reg number but known to have been on the road before.

I went to my local DVLA office with the frame number and they found it on the system.
You need some luck here and a patient DVLA employee as the format for frame numbers isn't fixed;
It might be mc21 123456, or mc21-123456 or mc21123456.

That is of course in the UK.

i'll contact the dvla so and see what they can do...

i tried before and i was told to fill out a form using a uk address..

but on the form it requests the reg no so i was a bit confused..

i just hope the bike is not a cat b..

Yep, ther form is useless without a reg number, in the UK you need to go to a local DVLA office, no idea about over there. PM me the chassis number and I'll go and ask for you though I have no idea if the databases for here and there are the same or what.
