NSR 250 (mc21) Speed de-limiter

I have picked up a speed de-limiter but need some help wiring it. It has 4 wires with plugs on - a male & female with 2 cables, one red & one black. I assume this is the power to the unit. It also has a male & femals with 4 blue cables, one grey & one pink - I assume this is the 'clever' bit. The it I'm confused about is the single orange cable that looks like it's been scotch-blocked to something.Is anyone able to tell me where this cable goes? Also does anyone know exactly what this unit does? I assume it stops the ignition retarding over 10500rpm. Thanks.
