I am trying to figure out if my power valve servo motor or pgm is faulty.

When the bike is at idle and I blip the throat the power valves go wide open. I also have very little bottom end.

Any info would be appreciated

That actually sounds pretty normal to me.
I think the power valves open briefly at 3000rpm.

I strongly suggest having a read about the powervalves in the tuning section:
