Bloated air chamber thingy

Had the tank off the NSR today. I noticed the air chamber thing on the inlet manifold appears even more bloated than the last time I saw it. Not sure what is doing this, or whether it's going to be an issue soon, maybe I should try and find a replacement? What's it do exactly?
