Timing advance of MC21 flywheel?

Isn't an offset Woodruff Key a 100% substitute for an MC21 flywheel? If so, I would only have to know the ignition advance of the MC21 flywheel compared to the MC28 flywheel.
Does anyone know?

4 degrees?? That's heaps, I thought it was closer to 1 or 2... Will definitely be checking the jetting if using the 28 flywheel.
