Power valves not opening (MC 18)

I have an NSR250R2J. The power valves are still not opening.

Can anyone help me with the following question:
* The servo motor is 12V. What is the input this servo motor normally needs and gets? Different levels in "V"? (We measured 4.5V up to 5.2V).
