RC valve movement..

Evening all,
Before tearing down my engine to replace the knackered
crankshaft I noted that after finally getting the bike
to stay running, both rc valve pulleys would kind of
Shift open to close rapidly.
Is this normal behaviour?
Now, after completing the rebuild I've noticed that
both pulleys are always on the low setting, closed.
Even if I rev the bike to 2000rpm they don't move,
if I manually move a pulley to full open and then turn on
the ignition, the pulleys go straight to their default
low position bit don't do anything else.
Bit difficult to rev the bike to 10.000 rpm as I have
an underground garage and the tenants above have
already busted my bawllz a few times..
Any ideas?

When my power valve pulleys wouldn’t work it was a blown Pgm and after fitting a replacement and blowing that it was the aftermarket coils that were the culprit. A very expensive lesson learned about keeping standard parts.
I’m not saying that is your issue but that is what it was for me.

Dam zeus, that is $hit luck mate.
This problem of random non starting has been present ever
since I bought the bike last year.
Using the Utani coils I have on both rgv and nsr.
I've got funny feeling that it's the dam pgm that's faulty, no chance
finding a spare unit here in Italy..
