Hi, can anyone help, have just bought a nsr250R mc18 1989. It is running very badly. refuses to tick over, keeps fouling the top plug and seems to have a flat spot around the 7/9k rpm area, picks up ok not under load, but when riding is very flat. Have changed plugs, cleaned out carbs, checked reeds. Where can i find info for the set up of carbs float levels and settings for the electronic power valves. Thanks in advance

Hello and welcome, I'll be nice to you as it's your first post, normally you get a bit of a rough ride if you ask stuff that can be easily found on the site. The admin here have spent a reasonable amount of time documenting and/or reproducing documents in electronic form. Please use them.
You can find most stuff in the workshop or tuning sections, can't find the float level though (excpet in the jet fitting bit), but a search soon found 140 people have posted about "float level" before (and it's 13mm). Er, 3rd line down on the carb settings page you linked to!
The Honda workshop manual works like this...
The first 3/4 of the book is a complete stripdown and reassembly of an MC16, then sections for the MC18R2/4J, MC18R5K/R6K, MC21R, and finally the MC21SE/SP, that list the updates as the range evolved. The carb settings page is the same. First the MC16 specifications are listed, then only the information that changes is listed for each model in turn.

I also had some previous problems with my carbs and so on. I can help you a little bit on setting your float levels so that that part is fine.
Make sure that the carbs and all the jets are very good cleaned. And as you most probaly now by now that the float height is 13mm. Make sure that it's fine and set your air screw to the specs.
If you need a photo from where to where you must measure the 13mm than just ask me and I'll mail it through to you.
The carbs may be a reason why the engin is performing like that.
