you will find a post on here all about the HRC card. have a look through. its from a guy who has a bike with no card.
from what i can remember, the HRC card stops some of the road gear working. you have to give a code number and bike details to honda, who will code the card to your bike before you get it.
look for the HRC030 CARD post by eyeballshooter.

You buy an HRC keycard coded to your PGM, by ordering it with the number on your PGM.
Once you do the splice I think you lose the brake light (or maybe just the front switch, or maybe I just need to change the bulb!), and the dipped headlight beam. Defintely no speedo. Everything else works I think. _________________ MC28 SE -sold-

So that really means the wire splice is used so you don't have to buy the HRC racing harness? In effect the wire splice and the racing harness from HRC do the same thing?
Is there any way of getting full functions of signals/lights/speedo etc... and using the HRC card?

Not exactly. The HRC harness has no provision for any road equipment! You loose functionality but gain a saving in weight and simplicity!
The wire splice simply allows you to run the HRC in the stock harness, but sacrifices the speedo, which becomes a large temperature gauge instead. Most of the other systems work; I think it's just the oil and side-stand warning lights you loose (maybe the neutral warning too).
Lights, brake lights and indicators all still work with the HRC card & splice, but you will need to either ride with The Force or fit an aftermarket electronic speedo if you really need to know how much you are breaking the speed limit by!
