Lowers and mid are identical, top on the '28 has the cut outs that the GP bikes used for intakes, seat on the '21 ends before the tank, 28 is flush.
'28 tank is a slightly different shape to the '21.

All interchangeable.

Steady on Fontyyy. Mid panels are not identical.

I think that it's the left side most forward bolt that connects the mid to the upper that is in a slightly different position. It's about 10mm I think, and if you look on the inside face of the panel you can still see the injection markings from the MC21 panel that they obviously used as a base.

I may be wrong on the bolt, but it's definitely one of the mid to upper bolts that's out of position.

If I am not mistaken the 28 ones also have an air intake that goes to the air box.

Then I stand corrected but "an air intake that goes to the air box"? Hmmm, "an air intake that goes somewhere quite near the air box" maybe....

What about the tails? Do they bolt right up? I do like the roundness of the 28's tail light area.

Not a great deal of work providing you swap the whole lot together I'd suggest.
