general help required for nsr

could somebody please tell me at what rpm the power valves are supposed to kick in.
there is a problem on my bike.
at idle the servo motor running the valves shows hi position,
at around 5.5 to 6.5 g rpm it suddenly goes to low and then at 9g rpm
goes to hi again.
is there a problem with the setting of the servo motor or is it something else.
could somebody please help me out.

I am no expert on this but i found revving the bike in neutral the power valves didnt follow logic thus thinking my pgm was faulty, then had the brain wave to disconnect the chain and tryed revving the bike in gear the power valves then seemed to follow a logical pattern of movement

hey, i am sorry. i should have mentioned it, but i have an mc-16 which uses the cable sand wires. basically its a mechanical system unlike the pgm on the later models. so the working might be slightly different im guessing.
