RH carb Breather line

RH carb Breather line

Just going over all the fuel and vacuum lines on my bike last night, and noticed the RH side carbie breather was blocked off with a screw in the end of it.

What effect could this have ? And where is it suppost to go ? The LH side breather was just looped around and run down with the bowl overflow lines. Is this the correct position. I couldn't find any decent pics of info on this site reguarding these breather lines.
