Erm, that could well be about it, mine makes peak power at about 11200, on stock pipes it'd drop off sooner.

fontyy...so, even with a significant drop in power at 11,500 rpm, it's normal to still not reach redline from there?

Mine makes peak power at 10500 on stock pipes and slip ons, but it will go to redline

Does it just not rev, or does it breakdown like an ignition or fuel problem ?

it doesn't break down at 11,500... it's sorta like it isn't getting enough air and is choked off.

Sounds like poorly adjusted RC Valves to me. That will stop it revving to 12,000rpm.

It won't make power that high, but should certainly rev there, even with stock pipes.

Could also be dirty air filter element or poor (rich) jetting. You can also check the choke mechanism is shutting off correctly.
