powervalve survo test

i carryed out the test today,when i unplug tps and flick ignition on the valves dont turn to high position,if i manually move them then flick ignition on they do go to low position,
when bike is running and reved valves do move fine,

The power valve only moves if it in the wrong position when the ignition is switched on on the MC18.
