It would be more than worth the 1k difference to but a bike you can inspect and see what the title/proof of ownership deal is.

These do pop up in the US if you are patient, although prices for anything titled and plated seem to be on the rise. Any of the grey bikes seem to be getting harder to slip through DMV for title and plates. For sure in CA. That said I picked up a titled and plated MC28 in CA recently for about the prices you are looking at so they do show up. Its got Tyga bodywork but is good shape. If mint with original bodywork expect to pay up towards and beyond 9k.
