"Off" flashing is the run switch on the right hand switch gear FOR DEFINATE.
It says "off" if the run switch is in the off position, "lock" if the steering lock is held on (steering column pressing against the lock), "oil" for low oil, and "err" and a number for problems seeing the powervalve valve servo, throttle position sensor and the like.

So it could be a connection from the plug (it'll be inside a black box with a flip top lid that sit's in front of the power valve servo, it's all under the petrol tank.
Or possibly a faulty switch.

I don't think it can be a fuse, post back if you have no luck or are too scared to get the tank off and I'll whip mine apart, have a check and take a few photos.
