Easiest way is to find a complianced main frame and just move all the parts over. You may be able to sell the non-complianced frame to someone for a track bike. Check with some of the wreckers like Victorian Motorcycle Wreakers for a complianced frame. The way the ADR's are applied, getting a 2 stroke bike complied will be a hard task. I had issues in the easiest state, WA, a couple of years ago getting a clubman complied with an engine out of a 3 year old car. For a new compliance they want up to date pollution control and a 2-stroke like the NSR will struggle.
